Cinelli must have overcome the length constraints, because I have a 8.5cm 1R stem.
I've always let material proof override any written documentation. When it comes to bicycles, anything is possible. It seems as though the manufacturers did whatever it made sense to do at the moment and the documentation didn't always keep up.
