I'd be inclined to recommend shaving down the dust cap length rather than trying to cut new threads in the arm. The tap will probably cut some new material from the existing threads as well as new threads. This will leave unanodised aluminum exposed. You might find the dust cap siezed in place in time. Depends on other factors, of course, but I'd rather experiment with the cap than the arm.
