In my experience there is only one diameter of skewer. Could it be that the end(s) of the axle are flared inward for some reason? Hey, I've been known to use bent axles as a punch. In that case a tapered reamer would cure the problem easily (assuming the axle is straight). Also could it be a replacement axle? It is hard to imagine that even a replacement axle, Wheels Inc. for instance, would have too small an inner diameter.
