There is a listing of several torque values at duraco.acs.uci.edu/rbfaq/FAQ/61.html . In that list a value of 300-360 INCH POUNDS is given for cotterless crank arms. The reference is the Barnett Bicycle Institute. I'm glad you got your problem solved. Hope this helps.
