I've got one of those stems. It's well made--so well made that the interface between the bar bracket and the round extension is slick as snot. On my first ride, I was sprinting across a local 4-lane when my bars rotated sideways 80 degrees! Perhaps this is less likely if you use the stem as intended, with the bars beneath the extension.

The quill of the "serrated" model can be turned around, so you get a rising extension and more rise. This model has a triangular extension that cannot rotate. You do have to remove the extension to adjust the stem height.

How old are these things? Mine have the "3ttt" label engraved in outline form and allen bolt hardware, with serrated nuts pressed into the back of each clamp.
