This used to be the case, and on Japanese Keirin tracks I think is is still the rule, but most track riders any more use alloy bars and stems since the quality of alloy is much better than 40 years ago.

I think you're talking about Match Sprint if it involves a track stand at some point. It's not that a "road racing" bike would breakdown it's that track bikes are much more efficient in respect to power out for power in. Many guys on the road sprint just as hard on the road as anyone on the track. Also great track sprinting doesn't mean great road sprinting if you look at Marty Nothstein intro into road cycling.
