I have a 73 paramount and have used a 700c x38 on the front. the 700 X 38 fits in the rear but clearance on the chainstays is minimal. If your wheel is out of true it will rub. I am using 27" X 1-1/4" wheels now that would work out to 32 mm and the diameter is very close to the 700 x 38s. The 1-1/4's have more than enough room. I not certain if mine is a P13 or a P15.
