Weigle has described the reason that Frame Saver is formulated the way it is this way: He replaced a number of tubes in different frames over the course of several years that had rust coating half of their inside surface and LPS3 coating the other half. The idea behind Frame Saver was to coat a tube and prevent rust like LPS3 but to distribute itself around the inside of that tube better--Peter wanted to take Achilles' mom's hand off the kid's ankle.
