Why are track dropout joints different from road dropout joints?

It appears that roadbikes have dropouts with squared-off tabs that are smoothly transitioned into the stays, while trackbikes have dropouts with knife-edged tabs that are left visibly sticking out of the stays. Some builders (Cinelli) seem to almost flaunt this chisel-tip look.

Is it stronger? Then why not do it on a roadbike?

Not every track bike has this effect: I saw a Schwinn with chrome tips that almost looked like they had been welded on. But 'tis just the exception that's provin' the rule.

I'm looking at track bikes because the local riders tell me you haven't lived 'til you've been fixed -- or words to that effect.
