[CR]Tipo / Record hybred?

Hi Group, I rebuilt a pair of wheels yesterday for list member Dan Kretzer. The Campagnolo hubs are a style that I am not familiar with. They had some of the characteristics of Record and some of Nuovo Tipo. They are large flange. The basic shape of the shells are Record including the elongated holes; however they do not have oil holes and they have the Tipo style logo. The axle lock nuts are Tipo style and are marked '70. The skewers are Record style but with Tipo style nuts. Of course these could have been changed. The wheels came on a Raleigh Gran-Sports.

My first guess was that the holes had been modified by a machinist. Dan said that he compared them to Tipo hubs at home and reported that it would have been impossible to do that because of the orientation of the holes. Now I am guessing that they are the first generation Tipo hubs that you guys all know about and I am showing my ignorance... Anybody know the story?
