im not the end all be all expert on this, but i do have a pretty big collection of magazines from this time period - and ive *never* seen a head tube angle that steep on a 1890-1900s period bike... and certainly not coupled with bent tubes (that scream "crashed!" to me) - and this was a time period where every conceivable frame quirk seemed to be tried as a design element...
between the nice-looking-but-badly-needing-restoration visual condition, and that "subtle" (har har) "frame detail" (har har), i wouldnt touch it...
