I'm don't play a Richard on TV and am not a Richard in real life :) but since Richie isn't responding, I'll try...

Teledyne ti axle is hollow with pressed on steel races and it does not predate Campagnolo's ti Super Record bottom bracket axle. Not cheaper or different. Teledyne bothered to make them because they were in the ti fabricating business and there was money to be made.
