Both the breaks were about 1"-2" above the beautiful curly lugs so it could easily be missed by the mechanic. One person I talked to said they thought it was done to keep water out of the BB, but I'm sure that was just speculation. It boggles my mind why anyone would do it and was just one of those things that was in the back of my mind until the subject of plugs came up. My guess was that the paper was used to clean out the seattube of cutting fluid after prep and not pushed all the way down and out. Disgruntled employee maybe?
