Here's a wacky idea that just might work - how far from parallel are they? You know how, if you put the two cotters in the same way instead of oppositely, the cranks will normally not line up? It would be a bit of an amazing coincidence, but kinda cool if the two errors cancelled out.
For fine adjustment, you can file the two cotters to slightly different angles.
Yeah I know getting an axle that's made right is the best solution. Hope you find one.
