I don't think so Dave; it appears to me to be an adjustable stem (semi-common on track bikes of the period ...well, AFAIK) ...kind of like the "Major Taylor" adjustable stems I've seen (well, "seen" on eBay at least).

I've never seen one that had this kind of angle on it though (doesn't look bent, either). Pretty "modern", eh? (Is ANYthing design-wise really "modern"?)

I was wonder what the hole in the head-tube junction was for, though. Anyone?
