I tested my umbrella clip with a magnet and the ring is non ferrous. Looks like aluminum to me with no evidence that it is brazed to the clip.

I agree with Dale that the ring probably dates to 1978 when the C.P.S.C. (Consumer Product Safety Commission) mandated changes to NR/SR.
