I have a friend who has a spoke hole drilling machine from the 40's. It can be set up to drill anything from 28 to 40 holes, so there is no guesswork involved. You can however buy wood rims.

I have two sets of wheels built up with wood rims that I would be willing to sell. A first set is built up on Campagnolo Record hubs. I would like $200 for the set plus shipping. The second set has an Ofmega front hub and a Campagnolo Record rear hub. For this wheelset, I would like $150 plus shipping.
