A 650c tire will not fit on those rims. You will have better luck finding undersized 700c tires. One has already been offered which I will get for you. My experience is that sometimes Cyclepro and Panaracer tubulars can be the tight ones that will work on those rims. Start looking for undersized Japanese tubulars. I'm sure there are plenty out there.
Maybe you could try shrinking some tires in the dryer! ;-)
