Definitely a QR mechanism. They work just great and are a distinct improvement over the riveted catches that rotate (Diacompe?). I think they are a remarkably clever design in that the tension of the cable causes the lip to engage the body but depressing it provides the clearance to pass inside the body and give enough slack to remove a wheel.
