These were used to operate both rim brakes on tandems which also had a hub brake. Personally, I detest them, but this may cause some dissent. It was very difficult to set the things up properly, so the front engaged first and kept doing so as it wore. In panic situations, it was too easy to grab both brake levers and pull hard -- I did this once in a turn, and we almost graced the side of a large Ford (rear wheel locked up and slid out). My preference has long been to mount the two rim brakes as on a single, then operate the hub brake from a low-mounted tourist lever on the right. That way, I can't pull both rear brakes on at the same time. For some time, it was popular to put the third brake's lever on the stoker bars; we did that, too, for a while in the 70s. Found that when we needed it we were going too fast to communicate because of the noise. Your mileage may vary
