Actually CYCLING would be reporting on the November 1963 Milan trade show and from the wording "one of the sensations of the show..." sounds to me like this was the first trade show they were at; the introduction of the hubs. Now as to when the first prototype hubs were being ridding and tested? Couldn't say...
