Those plain aluminum alloy seatposts , at the bottom end ( usually buried deep in the frame ) are stamped with the words "Reynolds Aluminium" . We can be sure it's the English company , because they spelled it "Aluminium" ! :^)

About those fenders you had on your 1963 Paramount Tourist , those are the elegant stainless steel fenders listed for the Paramount Tourist from 1938 , on up to . . . ????

I was surprised the Lightweight Data Book web site listed "plastic fenders" for the 1963 Tourist .

Now that we've seen the circa 1960 - 1961 - 1962 Paramount order form , and now that you mention that your 1963 Tourist had stainless steel fenders , I'm thinking that in 1960 - 1963 , the white plastic Bluemels were optional on the Road Racer , and the stainless steel fenders were still standard on the Tourist . Maybe ?

My 1965 Schwinn consumer catalog shows fairly good ( small ) photos of a P12 Road Racer , a P13 Deluxe Road Racer , and a P14 Track Bike . But although the P11 Tourist is listed , it's not shown in a photo .

The Lightweight Data Book site shows , for 1966 , the same models as 1965 .

Both my 1967 & 1968 Schwinn consumer catalogs show the P11 Tourist , the P13 Deluxe Road Racer , and the P14 Track Bike . And although the P12 ( plain ) Road Racer is listed , it's not shown in photos .

In the catalogs , the fenders on the 1967 & 1968 P11 Paramount Tourist do not have peaks on the fronts . And they appear to have Bluemels type attachments for the fender stays . Could they be Bluemels aluminum ( aluminium ) fenders ( mud-guards ) ?? Or perhaps did Bluemels ( or someone else ) make some very light-weight steel fenders for Schwinn Paramount Tourists ??

The Ligthtweight Data Book site shows , for 1969 ; only the P13 Deluxe Road Racer , P14 Track Bike , and the T19 & T22 Paramount Tandems . There is no mention of the P11 Tourist , nor of the P12 ( plain ) Road Racer . They're gone .

The Ligthtweight Data Book site shows , for 1970 ; the P13 Deluxe Road Racer , P14 Track Bike , T19 & T22 Tandems , and , the new P15 . It's not really listed as the Deluxe Tourer in the catalog yet . It's just called the Deluxe Paramount 15-Speed .

( And by the way , in my cheap re-print of the 1938 Schwinn Paramount catalog , Schwinn does not use the word "fenders" . In 1938 , the Paramount Tourist had "mudguards" . In my cheap photocopy of a 1940 full-line catalog , all the bicycles have "guards" . But some of them have a front "fender-light" . In my cheap photo-copy of a 1954 catalog , the word used is "fenders" , from balloon-tire coaster-brake bicycles , up to and including the Paramounts . )
