This hub was probably intended for the Hi-E siamese spokes. What are those you ask? Each spoke is twice the normal length, threaded at both ends and folded over at the hub flange. Made of aluminium and aero shaped to boot so you need lots of em. The result is an effective 40 spokes for use with a 40 hole Hi-E rim.

I gave Larry Black a set of these wheels for the Hi-E Cosmopolitan in the museum. The rear has the siamese spokes (18) on the non-drive side, light steel spokes on the drive side and the requisite 52 hole rim. Lightest wheelset I've ever seen (can flip bike if not properly anchored, see Bayliss post), not many were made and few have survived.

Probably the best answer to use the hub is a sturdy 40 hole rim spoked every other hole.
