There is this stuff called "Metal Treat" that is intended to make chrome porous in order to accept paint. I don't know if it's still made though.

The chrome used under paint, particularly by the Italians where it's very common, is roughed up to provide some tooth for the paint to greb. It won't polish up well at all. Phil Brown Sun's coming out and so am I in San Rafael, Calif.
