Easiest thing is to sand down the stem to 22.0 - 0.2 mm isn't much and alloy stems are easy to sand. A bit more aesthetically pleasing, perhaps, buy a 22.0 stem. They were made by Cinelli and TTT, not just by the French manufacturers. Reaming or replacing the fork is a lot more trouble and/or a lot more expensive.
