Another data point: My '77 Super Course came with the quick release in the brake levers. (a sort of button/tab? at top of lever that slips under body to open calipers) The headset mounted hanger has an adjuster and the rear has an adjuster mounted to the extra bridge. It's short so offers very little adjustment. They should have threaded the hole in bridge.
