Hi Roy,
I would say without too much doubt that it is a re-inforcement for a
chain hanger nub. It looks like the hanger nub has broken off or more
than likely fallen out due to a bad braze. It also looks as if the
frame has been repainted, covering up the old braze job, or just the
hole touched up.
