Monte was an Aspen Colorado-based bike enthusiast and supporter of various racers. Sorry, I can't recall his full name, maybe someone else does. There are lots of tall tales about Monte that still get passed around even today.
In the mid-70's he was bringing in these frames built by Guerciotti with his decals attached.
