That's a Windsor Profesional. I have one I bought new in 1973. The story wasn't quite the same. Near as I can tell, Cinelli never officially participated in building Windsor. The story varies, one version being that they hired a production supervisor away from Cinelli to make clones in Mexico. They had very good copies of Cinelli lugs, including the distinctive Cinelli seat cluster, and it is even possible Cinelli actually sold them the lugs. I'm not sure they ever had the Cinelli full sloping fork crown, though, at least mine doesn't have this. Later, I think they were produced with a more conventional seat cluster - not clear if Cinelli threaten to sue, or just stopped selling them the bits. A fair number of Windsors got repainted and redecaled, and passed off a genuine Cinellis.
