If the object is to smooth something and it still has marks when finished, then they weren't really finished. A case of "good enough"? If it is really finished then there wouldn't be the debate over what is "good enough."

I'm with you here Bruce. If you notice a flaw, then you correct it before sending it out for someone else to discover.

Old Cinellis are more a case of what we here in SoCal call "it is what it is." Gouges on the underside of the bottom bracket shell are tolerated not revered (and also not removed during restoration to make the frame into something it wasn't).
