Eastwood Company (www.eastwood.com) sells brushes and paint for pinstriping. They cater primairly to car and motorcycle restorers. It's only a small leap over to do bicycle restoration. Eastwood also sells lots of other materials and supplies. They are pricey but they will hold your hand more than the strict warehouse outlets.
As others have said, having the tools is part of the equation. Having the skill to effectively use the tools is the other.
