Lots of possibilities for 1963 bar end plugs:

One choice would be "GB Paris" hard-plastic plugs with rubber inserts. They appear occasionally on eBay. I've seen them in two different outside diameters in white, red, salmon, blue, green, violet, black, and gold - I'm sure there are others. I bought this pair just today:

Soft plastic screw-in plugs by GEM resembled later Wald plugs - you can still find them in some bike shops.

Push-in chrome ends were also available in the early 1960s.

I'm not certain about Velox... I think you're right, someone else will know. Similar plugs came from lots of different companies - BC had some from Italy.
