Race bikes were equipped with two part fenders front and rear (1950s and before).

The front fender was typically made up of a long section from the fork crown back and a short section from the brake caliper forward. This short front section is typically attached to the front of the brake caliper pivot bolt between the nut and lock nut.

Removing this short front fender section requires partial disassembly and readjusting clearances in the brake caliper arms, so it is much easier to just leave it on the bike when racing and only remove the rear section of the front fender and all of the rear fender (the rear fender is typically not attached to the rear brake caliper pivot bolt like the front fender is).
