I can't speak to the 3 cog cluster because I've never seen that. I have seen several Paramounts over the years with SA hubs and upright bars. Almost all from the early-mid 1950s. In fact, if memory serves, there's an image of a Paramount cum light roadster on the CR site.

I've seen several old ads that showed other high end Schwinns with the option to be set up as light roadsters too.

I assume the old gent you met was using upright bars, correct? If not, do you recall where he mounted the SA shifter? Also, where was the derailer (Sheldon's spelling) shifter mounted? I assume the downtube, right? That would be a weird stretch with upright bars. Did they have some other solution? I'm a huge fan of Paramounts, and while some might think it's heresy I feel there few things in the world as stylish as a Paramount set up as a light roadster. Talk about rakish good looks and subtlety...
