I agree with the earlier opinions that this is a more recent vintage than 60's. To me, the most telling details are the brazed-on BB cable guides. I don't recall seeing this detail on bikes earlier than perhaps 1977. Also, the lack of fender eyelets makes me further question the 60's vintage.
