There is no great way to do this, using a die grinder or Dremel tool with a stone end, wrap the barrel in gaffers tape to prevent damage to the rim and grind. Slow, onlu a little at each spoke to keep the heat at bay.

The solution I like best is also not easy but much better in the long run, buy spokes that are 3mm shorter and rebuild the wheels. That much spoke coming through from the onset really limits future truing.

For the super weight concerned, while staying on topic, look for some ALAS Titanium spokes, alloy nipples.

There was always one rider at the initial time trial of the season who would lace a 36hole rim with 18 spokes, (that was the minimum then), save even MORE weight.

The spoke cutters of the day were basically designed for wired-on rims where a ditch existed.
