Geoff, I have a Super Elliot painted in the manner you describe. Every main tube in the frame and the forks are covered with "feathers". The top tube has the owner's name worked into the graphics. A couple of years ago when I was actively researching the brand I had a few people comment that the work looked that of "so" and so". I can't remember the name now but there may be identifiable styles with some of this work.
