Sam, If they are in front of the slots, they might be for "cam chain adjusters" as shown on page 2 of Neil's scans. Back in the '70s I rode Observed Trials motorcycles and most of them had a rectangle or a peg ahead of the slot and cam adjusters. Much less fiddly than the other types shown on that page.
