The screw holding it into the cage is quite tight and it is not clear whether the same screw also holds the wheel-side cage piece in place. I am concerned that removing the screw will release both the cage and the tensioning spring. I don't want to screw it up through lack of knowledge. So if there is anyone that can advise me on Jubilee maintenance, I would be most appreciative.

HARVEY: It's pretty simple to open up the top pulley. First, you back off the deep-set, dome-topped 8 mm. nut at the other end, which looks decorative but is actually a real lock-nut. Then the screw turns easily. The trick, if I recall correctly, is to adjust the jockey wheel's bearing cones while reassebling it.
