Would still appreciate someone hazarding a guess on the vintage though. The Universal 61s make it at least 1961 and they were a decent brake. The Valentino G.S. would make it maybe mid or late 60s, and it was Campy's low end, apparently. That's the best I can do based on the archives and CR web site based on components.

In the archives, several said Chiordas were turned into tramps by Bianchi. Would Bianchi-ed low end Chiordas have come with chromed steering tube lugs? This seems odd.
