Here's what I've done (or plan to do) with my last 3 acquisitions.
1974 RIH original paint in good but oxidized condition. little or no rust on frame, and mininal pitting/bubbling of chromework. I cleaned it up, left the paint oxidized (but I have thought about using a mr. clean magic eraser to polish it up) touched up only where required.
1975 Zieleman. Original paint in good to excellent condition. Minimal rust/pitting of chrome. Seat tube has small hole where someone forced out a stuck seatpost. On this one I will repace seat tube, and have it repainted to match the existing colour. Repro decals to be applied if the original are not salvagable.
1984 Pogliaghi Track frame. This one wears no decals, has a top tube dent (bondo filled) and is a pretty horrible yellow/green fade. Since the bike looks nothing like it did when it left the shop I'm going to have paint striped and repaint the bike in its' original red colour. Reproduction decals to be applied (and the bike will wear a repro decal and painted by decal to avoid any mistaking it for NOS.
3 frames 1 repaint, 1 repair/restore, 1 clean up and preserve?
