That bike is borderline because it DOES have lugs so we are going to be generous in applying the CR timeline....

No that rust as you describe doesn't affect the safety but good steel rusts fast so it would be good to have it attended to.

Those forks are Specialized brand and for sure Off Topic but are perfectly all right...They will ride like a jack hammer though compared to well made steel forks!

Today I purchased a Bianchi road bike for $50. It appears to be a mid-80's Japanese-built bike, but it's too scratched and beat on to tell for sure. The frame is straight, the bike is very, very lightweight, and the full Shimano 600 component set is in good condition. Too bad someone left it in the rain and generally treated it so poorly. I'm trying to decide whether to strip it for parts, or rebuild and repaint it. It's age is probably outside the timeline of this forum, but if anyone has some tips on the rust and forks, I'd
appreciate it.
