Sure, as a lugged, traditionally made frame I think that can be safely considered a KOF (Keeper of the Flame) even though it's a fairly recent build. Dave Yates is British and a very highlt regarded builder...

EBAY has a Dave Yates frame with no date. I'm not familiar with this frame builder. It appears to be a high quality frame. I can't make out the tube label, but it looks like maybe Reynolds 653.
