I've been using Tufo Elite Roads consistently for about 4 or 5 months now and while they are not the smoothest riding tire in the world they are very well suited to riding on bad road surfaces. The Chip and Seal down here is horrible on some roads, more like rock and tar with fissures thrown in for good measure. The Tufo's just roll over it (albeit a bit roughly), I'm sure that neither Vittoria, Veloflex nor Continental would last nearly that long.
Deda Tre (of handlebar/stem fame) has a line of tubular tires (well if you call 2 a line) with the olimpico tire being a gumwall tire 300tpi and latex tubes. A big plus (for me) is the logo is rather muted compared to the Tufo. Priced at less than $50 per tire IIRC
