I'd say a Gitane Tour de France, except I've never seen a Gitane with the lugs drilled in that way. Anyone else seen a Gitane with that lug treatment? Whatever it is, I'd say French, late 60's to mid 70's, mid to high end.

There is a decal on the down-tube, but I haven't come to that. Color scheme; orange, the seat tube has a dk. blue band in the middle, cuffed top and bottom by a rainbow band. Centered is an outline of France and the wordes "Tour De France". The headtube also has the WC stripes but no discernable logo. The lugs are very nively worked and drilled with one and two circles. Very nice. BB is french, seat post 26.8, fork also french. Drop-outs Campy.
