I agree. This does appear to be a Windsor, although the poor photos don't allow one to be certain. The only thing Campagnolo about this bike is the downtube decal, probably the dropouts, and maybe the headset, although the photos don't allow the last two to be confirmed. The frame looks a bit taller than 57cm to me, and in any case won't fit a 5' 7" person as claimed.
In many years on CR, I've never heard any significant evidence that Campagnolo ever made framesets.
I doubt this is fraud, or if so it is a very clumsy and transparent fraud. I think the seller just doesn't know anything about bikes or how to sell them on eBay.
