If I had to choose betwixt the twain, it would be Universal, no contest. Especially for a TT bike, 'cause Universal brake _levers_ were the lightest you could get (might still be...)

However, in 1971 I would not have chosen any sidepull (other than Campagnolo, and Campagnolo was way too rich for my blood) so my first choice would have been Mafac centerpulls, with Universal centerpulls as second choice, Weinmann centerpulls as third choice.
