Jerry Moos speculated at the brand that this Rapallo really was-

"The additional pics reinforce my earlier opinion that this is late 60's/ early 70's French, probably Follis or Bertin. In that era on French bikes, the half-chromed forks and stays were seen primarily on models built with 531 DB throughout, or at the very least 531 DB main tubes like the Follis model 172. The French thread, added to the other details, makes it about 90% certain this is a French bike. The main drawback of this frame is that it clearly needs restoration, and It may be difficult to establish beyond a doubt exactly what marque and model it is. Some people would be reluctant to spend the money on a proper restoration based only on an educated guess as to marque and model."

The fork crown does not look correct for a Bertin, even the lowly C-28 had a crown with sharper edges. Know less about Follis, they were around in Southern California in the 70's but I am less aware of them.

Perhaps a replacement fork?
