I just listed two universal fixed cup tools on ebay (7222077937 and 7222076939) with a starting bid of $14.99. Complete instructions are included with each tool but the correct usage is fairly obvious.

Unlike the Campagnolo, VAR, and others, these are friction grip tools that will remove virtually any fixed cup.

I've used one of these tools to successfully remove hundreds of fixed cups for dealers, frame repairs, and frame refinishing.
