You're right, these are definitely different from typical Team Champion decals, but I see nothing in the frame construction to say it is not a Team champion. Motobecane had some unusual variations, though. I have a Le Champion with the red and black color scheme usually associated with the Grand Record and with very large clearances like one would expect in a touring model. Go figure.
